What is a Community Garden?

Very Simply, it is:

Any piece of land gardened by a group of people.

The broad definition of what a community garden entails.  It can be urban, suburban, or rural.  It can grow flowers, vegetables or community.  It can be one community plot, or can be many individual plots. It can be at a school, hospital, or in a neighborhood. It can also be a series of plots dedicated to “urban agriculture” where the produce is grown for a market.

Benefits of Community Gardens:

  • Improves the quality of life for people in the garden
  • Provides a catalyst for neighborhood and community development
  • Stimulates Social Interaction
  • Encourages Self-Reliance
  • Beautifies Neighborhoods
  • Produces Nutritious Food
  • Reduces Family Food Budgets
  • Conserves Resources
  • Creates opportunity for recreation, exercise, therapy, and education
  • Reduces Crime
  • Preserves Green Space
  • Creates income opportunities and economic development
  • Reduces city heat from streets and parking lots
  • Provides opportunities for intergenerational and cross-cultural connections

This is the first post (of many to come) related to this subject.  I will be exploring this topic in the near future and looking for help.  If you are interested in becoming involved in a community garden for Colony North start gathering ideas and we will kick-start this idea to benefit all of us.  I intend to use the newsletter to generate interest to get going on this.  Stay tuned…

This is a new idea and we will probably experience many “bumps” in the road getting a project like this started but I feel the outcome will be well worth it.

Year-round, regional swimming facility and programs to be unveiled

NORTH CHARLESTON, SCNorth Charleston Mayor R. Keith Summey, Charleston Mayor Joseph P. Riley, Mount Pleasant Mayor Billy Swails, South Carolina State Representative Wendell Gilliard, former world-ranked swimmer Marco Cavazzoni, and Logan Rutledge Children’s Foundation President Mark Rutledge will unveil plans for improvements to the swimming facility at the Danny Jones Complex and area swim initiatives on Friday, May 11, 2012 at 11:00 am.

Once completed, the Danny Jones Complex will be fully enclosed and heated for year-round access and will give a significant boost to local Lowcountry aquatic athletics and programming.  In addition, the benefits of the improvements will be passed along to the North Charleston community, providing an endless swimming season.

The improvements to the Danny Jones Complex are the culmination of a regional effort of individuals in the local swim community, led by Dr. Cavazzoni through the Logan Rutledge Children’s Foundation. A few months ago, the group approached the City of North Charleston to address the Lowcountry’s lack of a swimming facility to accommodate year-round, indoor training for competitive swimmers, education in water safety, swimming lessons, and senior aquatic activities. The group’s Lowcountry Aquatics Program (LAP) seeks to provide lifelong aquatics opportunities for Lowcountry residents – with a special emphasis on teaching children in underprivileged Lowcountry areas to swim, thus reducing the incidence of accidental drownings.

With the City of North Charleston on-board, the group began raising private funds, setting a goal of $250,000.  In addition to the private fundraising, the Town of Mount Pleasant has committed $100,000 toward the project. Furthermore, Mayor Riley pledged to seek $25,000 in the City of Charleston’s 2013 Budget for the Logan Rutledge Foundation’s Learn to Swim programs in conjunction with the Charleston County School DistrictClick here for a statement from the City of Charleston.

North Charleston City Council voted on February, 23, 2012 for an initial round of funding to begin the first phase of the $1,000,000 Danny Jones Complex project.  North Charleston will also incur ongoing operational and maintenance costs to the facility.

The month of May has been declared “Water Safety Awareness Month,” as adopted by the South Carolina General Assembly, House Resolution 3310.  Representative Gilliard was a key sponsor on the resolution.

Celebrating and Promoting Fair Housing

The BCD Council of Governments assists local governments with the administration of Community Development Block Grant (CDBG) funds. One of the conditions of receiving CDBG funds is to take proactive steps to further fair housing. To this end, participants in the CDBG program take time to observe April 2012 as the 44th Anniversary of the passage of the Fair Housing Act. Title VIII of the Civil Rights Act of 1968, as amended, known as the Fair Housing Act, prohibits discrimination in the sale or rental of housing on the basis of race, color, religion, sex, and national origin. Congress amended the Fair Housing Act in 1998 to provide stiffer penalties, establish an administrative enforcement mechanism, and expand its coverage to prohibit discrimination on the basis of familial status and disability.

In 1989 South Carolina passed a Fair Housing Law that provides rights and remedies substantially equivalent to those found in the Federal Fair Housing Act. At the time of passage, South Carolina was the first state in the Southeast Region, and the second State in the nation to pass a Fair Housing Law recognized by the Department of Housing and Urban Development (HUD) as being substantially equivalent to the National Fair Housing Law. By resolution, Berkeley and Dorchester Counties, and the Towns of Harleyville, Moncks Corner, and St. Stephen have all officially designated April 2012 as Fair Housing Month.

When the Fair Housing Act was first passed, racially and ethnically diverse neighborhoods were generally discussed only in terms of benefits to racial or ethnic  minorities. Today, many recognize that diverse neighborhoods have tangible benefits for all people who live in them and that true diversity is more than just “racial integration”. Rather, a diverse community is one where all residents are included, where no group is privileged above any other group, and where everyone has equal access to opportunity.

Congress passed the Fair Housing Act in 1968 to guarantee the right to choose where to live without facing discrimination or legally imposed obstacles. This is a core value that needs no additional justification. But it is also important to recognize the other benefits and values that are promoted by inclusive and diverse communities:

  • Inclusive, diverse communities have quality schools with diverse student bodies that enhance outcomes for all children.
  • Inclusive, diverse communities have a healthy, robust market that competes for buyers and renters from all racial and ethnic groups in a region and cannot be easily targeted by predatory lenders.
  • Inclusive, diverse communities contribute to the regional economy with a range of housing choices for workers of all income ranges, and help to prevent the harmful concentration of racially isolated poverty at the core of the metropolitan region.
  • Inclusive, diverse communities incorporate accessible design and housing options that maximize inclusion of persons with disabilities in the build environment and in communications.
  • Inclusive, diverse communities successfully resist sprawl and its negative social and environmental impacts by consolidating growth for a mixed income, diverse population along efficient transportation corridors and by bringing workers closer to regional job centers.

The goal of the fair housing movement is to support and promote these inclusive, diverse communities of choice: communities and neighborhoods where families choose to live; where housing and schools are stable and well supported; where employment is accessible; and where all racial and ethnic groups, and persons with disabilities, are an integral part of the larger community.

Our Region Our Plan
A draft Regional Plan is on the horizon! The BCDCOG’s Regional Planning Initiative, Our Region Our Plan, is a tri-county effort to produce a shared regional vision for our quality of life and long range growth. To achieve this vision, the Plan will include a number of agreed upon strategies that can direct our region’s strengths and assets to meet these common economic, community and quality of life goals. A Preferred Scenario was presented to the COG’s Regional Plan Planning Committees on March 27th. This scenario for growth in the region identified principal centers (villages, towns, and cities of various scales), corridors (roads, rail, water, and natural/trail systems), and recognition of existing green infrastructure (protected, recreation/open space, and agricultural lands). Committee members considered the results of analyses conducted which compared the oropPreferred Scenario for growth and development with the efficiency of past growth and development trends. Of note, the Preferred Plan Scenario indicates potential for an overall 22% decrease in annual congestion costs attributable to the region’s transportation system in the year 2040 despite the estimated addition of 213,000 residents and 100,000 employees. With feedback from the Committees on the Preferred Scenario and potential implementation strategies, the planning team is now drafting plan policies and strategies acceptable to the region that will achieve its vision and goals. The team anticipates the draft to be completed and delivered by mid-Summer for the Board’s consideration. Partnership for Prosperity, Draft Master Plan in Refinement
The Partnership for Prosperity, draft master recommendations for the future of the Neck area of Charleston and North Charleston, was presented to the public at an open house hosted by the BCDCOG on March 1st. Attendees were able to review and offer comments on the plan, identify their priorities and talk with staff and consultants about ways to move the plan forward toward becoming reality. ParticipantNeck Logo comments and identified priorities are under consideration by the consulting team and agency staff as they move forward to prepare a final report outlining the recommendations and implementation strategies later this summer. Public input is always welcomed on this Master Plan for the Neck area. Costs and Benefits of Vanpooling

The BCDCOG is interested in hearing from area employers looking at the costs and benefits of vanpooling programs for their employees. A commuter vanpool is defined as a group of seven to fifteen people who ride to and from work each day in a comfortable passenger van. Vanpools can benefit both the companies and the employees. Van pool drivers are rewarded by usually riding free, receiving personal use of the van, and sustaining less wear on personal automobiles. Riders are rewarded by saving money on gas costs, being able to read the paper, sleep, or socialize during the daily commute, potentially reducing personal auto insurance premiums and sustaining less wear on personal automobiles. Companies benefit from vanpooling because employees are willing to work farther from home if they know they do not have to drive every day; peer pressure also keeps tardy people from holding up the vanpool. Employers who sponsor commuter vanpool programs can also recapture some of their costs by claiming a tax credit for purchasing or leasing vanpool vehicles. The costs of vanpooling can vary depending on the type of vanpooling program used (company or employee operated), whether an organization buys or leases the van and the size of the fleet vehicles. Berkeley Middle School Travel Plan

The BCDCOG, in partnership with the SC Safe Routes to School (SRTS) Center, has selected Berkeley Middle School in the Town of Moncks Corner to receive special Safe Routes to School technical assistance. The assistance will result in a travel plan with implementation strategies and funding options to make walking, biking and traveling to the school safer and healthier. The first meeting with community and school stakeholders will take place on May 15th. The three hour workshop will include a walk audit to identify barriers for this neighborhood school with a large walking and biking population. The finalized travel plan will be completed in the fall and include the SRTS program goals of combining engineering, education, enforcement, evaluation and encouragement strategies to make walking and biking to school more sustainable. TriCounty Link’s Dorchester Connector
Residents of Dorchester County can now travel between Summerville and St. George on a new commuter route that operates Monday through Friday from 6am until 7pm. According to Executive Director Will Hutto, “With gas prices steadily increasing, the Dorchester Connector will not only be a more cost effective long term alternative to driving, but the new service will be FREE during the first three months, April 2 through June 29th”. The buses are also equipped with FREE wireless internet and each time you ride, you will be eligible to win a flat screen television. The winning entry will be determined at the end of the three month period and the winner notified by July 9th.
BCDCOG to Offer Planning Training
The BCDCOG staff, approved as facilitators by the State, will be offering orientation training sessions for newly appointed planning/zoning officials and planning staff. Three different sessions are scheduled around the region. The cost of the training is $25 and can be billed to the applicable local government. BCDCOG Revolving Loan Fund Can Assist Local Businesses

The BCDCOG’s Revolving Loan Fund (RLF) currently has funds to loan. The RLF’s primary goal is job creation and retention. It is designed to assist businesses whose projects will improve the tri-county economy. Eligible uses for loans include the purchase of equipment and land, and the improvement of real estate and building facilities. Contact us today for more information.

National Bike to School Day – May 9th

 

Schools throughout the BCD Region will be participating in the first National Bike to School Day on May 9th as part of the 2012 National Bike Month in May.

National Bike to School Day is based on the Walk to School Day model as a way to bring community leaders and children together to build awareness for communities to be more bikeable. Schools may register to participate through the SC Safe Routes to School Center website. Registered schools and resources will then be entered to win a Saris bike rack being given away by the National Center for Safe Routes to Schools.

Trident Rideshare Provides Company Rideshare Sites

The BCDCOG’s free Trident Rideshare program has been updated and now gives employers and schools the option to have their own rideshare matching site. Employers provide registered rideshare users with a pass code so that they can easily find a good carpool match based on user defined proximity, a variety of personal preferences, and time of commute. Registered users of the sites will be eligible for the Emergency Ride Home Program as an additional incentive to utilize alternative transportation modes.

Trident Rideshare is a free and convenient web-based service that connects commuters looking to share cars, bicycles, taxi, and transit or walking trip in the region. Sharing a ride is not only fun but it helps preserve air quality, decreases traffic congestion, conserves fuel, promotes better health and saves you money – all at the same time!

The North Charleston Arts Festival is a very rewarding and exciting time of the year for all of us. The magnitude of this project requires enormous support from the community and the Cultural Arts Department is truly grateful for the many wonderful volunteers that help to make the event a success.

 

There are several opportunities for groups and individuals to get involved with the Arts Festival:

The annual North Charleston Farmers Market has moved just up the road from its former location. Residents and visitors can now purchase produce, free-range poultry & beef, locally caught seafood and art and fine craft items from local farmers and artists at 1055 East Montague Avenue, next to DIG in the Park Sports Bar.

Each week the City’s Cultural Arts Department features a performance or artist to showcase. Musical performances are on the 1st, 3rd, and 5th Thursday of each month and art demonstrations are on the 2nd and 4th Thursday of each month.

The market is open from 2-7pm every Thursday from now through October 18. Music and art demos take place from 4-6pm.

My Muse by Elena Barna2012 North Charleston Arts Festival

The City of North Charleston Cultural Arts Department proudly presents the 2012 North Charleston Arts Festival, May 4-12. This annual nine-day event highlights national, regional, and local artists and performers in the areas of dance, theater, music, film media, and visual & literary arts, and draws over 30,000 residents and visitors.   The Main Event, held Saturday, May 5, and Sunday, May 6, at the North Charleston Performing Arts Center and Charleston Area Convention Center, offers free admission and parking to over 40 performances on four themed stages; General Audience, Cultural Heritage, Youth Entertainment, and Bands.  Other Main Event activities include judged art and photography shows, the SC Palmetto Hands Juried Fine Craft Exhibit, a gem & mineral show, an antique show, children’s activities, art and craft booths, and a food courtyard.  Over 50 Individual Events take place at various locations throughout the Festival Week. An array of free and ticketed events include street dances, concerts, theater presentations, film screenings, an Art Walk, children’s activities, workshops and demonstrations, a National Outdoor Sculpture Competition and Exhibition, and much more. 2012 North Charleston Arts Festival Design Competition winner, Elena Barna, will display works in acrylic and oil, including her winning piece, My Muse. Her pieces, often portraits, use vivid colors, thick application of paint, and distinctive brush strokes to convey an emotional vision of the world. Form and color are central to her aesthetic and shimmering surfaces and rich dabs of paint characterize her paintings.

National Outdoor Sculpture Competition and Exhibition

The seventh annual National Outdoor Sculpture Competition and Exhibition is currently installed at the stunning North Charleston Riverfront Park.  The eleven month exhibition features fourteen established and emerging artists displaying imaginative and thought provoking large-scale sculpture.  Visitors can enjoy the sculpture displays among ten acres of walking paths, a fishing pier, boardwalk, an oversized sandbox and children’s play area. 6th Annual African American Fiber Art Exhibition – Mermaids & Merwomen in Black Folklore

Creation, or Virgin Mother, stories such as Yemaya, are universal. Inspired by the folklore and visual history of African water divinities and explorations of this subject by scholars, the 6th installment of this annual exhibition will feature African American fiber artists from across the nation interpreting stories and depictions of water spirits in African and the Afro-Atlantic world through cloth. Juried pieces will include art quilts and cloth dolls created through traditional and non-traditional fiber techniques.Presented as a component of the 2012 North Charleston Arts Festival.

In the Distance of the Dream – Works by Mariannic PARRA (International Exhibition)

Following in the footsteps of French impressionist artists such as Claude Monet, Paul Signac, and Georges Seurat, Mariannic Parra seeks to explore dimensions of light. But, like more contemporary artists such as Dan Flavin and Walter di Maria, Parra’s works move beyond the impressionists by using light as a medium.  Her featured body of work includes landscape thematic paintings using natural materials, like volcanic sand and coal, and contemporary materials, such as plexiglass. Pieces in the exhibit are inspired and accompanied by original poems by her husband, Jean Pierre Parra. Her work leaves us with an impression of luminosity and opens the door for the viewer to become part of the art experience and to work with the light, both natural and industrial, as it moves across the surface of the canvas throughout the day. Light enters each piece and becomes a part of the painting, creating movement and change in the colors that dominate what the viewer sees. It is the quest to understand and master light that the French artist seeks to share. Mariannic Parra has been featured in solo and group exhibitions throughout Europe and the United States and has published several catalogues of her work. Her studio is located in Montpellier, France. Presented as a component of the 2012 North Charleston Arts Festival.

Illustration Exhibition – Outside the Line

This group exhibition offers a sample of the diversity that exists among the work of contemporary narrative artists living and working in the Charleston area. Unadorned: Everyday People, Everyday Life – Works by Lori Starnes Isom

In this exhibition of realist portraits, Lori Starnes Isom presents “snapshots” of individuals going about their daily routines. The featured pieces are executed in various mediums and strive to capture the beauty of the everyday. Lori is the current Artist-in-Residence for the City of North Charleston. As a figurative and portrait artist, she has been commissioned to do hundreds of individual and family portraits, many of which include military personnel and heads of companies. Her work has been featured in the pages of American Art Collector, juried into numerous exhibitions, and honored with several fine art awards. Presented as a component of the 2012 North Charleston Arts Festival.

Contemporary Fiber Art Exhibition

Art That Works is a 10 member fiber art group in the Charleston area. Its members strive to encourage, share, and support one another in the fiber arts through a network of caring friendship, creativity, and education. Collectively, the group seeks to demonstrate that fiber art has moved beyond the traditional boundaries of clothing and bed quilts and into the realm of fine art. Pieces in this exhibition represent each individual artist’s unique artistic background and perspective, covering a variety of subjects and incorporating a number of textiles and techniques. Exhibiting artists include Tommie Burwell, Zoe Butler, Lynne Gettelfinger, Doreen Larimer, Corky Ledbetter, Jennifer Ley, Pat Perry, Lucretia Pope, Dotty Roberts, and Linda Trestman.

Local artist Hampton Olfus works in a variety of styles, techniques, and mediums. This exhibition marks his first display of solely pen & ink drawings. The featured pieces reflect the artist’s personal statements on three themes: history, music and women. Hampton’s work is collected both nationally and internationally and he has received awards and honorariums from a number of juried exhibitions and institutions, including The Museum of African Art and The Prince George’s Art Council.

A Journey of Insight & Understanding: Women and Children of Dominica, West Indies – Works by Dr. Katherine Houghton

For many personal and professional reasons, photographer Dr. Katherine Houghton is compelled to visually depict and seek understanding of the lived experiences of women and children encountered throughout her world travels. This exhibition features an excerpt from the visual story captured during her two circumnavigations of the globe. Houghton’s eye for cultural context allows viewers to understand the complexities of these individuals’ challenges, whether they be historical, societal, economic, cultural, or political. In addition to photography and travel, Katherine is an active advocate for access to higher education for a diversity of learners. She has been featured as a keynote speaker and presenter on topics including leadership in higher education, multicultural programming, students with invisible handicaps, higher education and single motherhood, and global issues impacting women and children.

Gain confidence in your line art and leave the eraser at home. Instruction will include cross hatching techniques using sepia colored pen and inks to build gradations in simple to intricate renderings. Displays using inanimate objects that possess different textures and shapes will be utilized for renderings. Students will receive a take home photograph image and will produce their own creative rendering to further assist with perspective, design and style. This fun, energetic, and rewarding workshop offers an opportunity for artists to share their passions and desires to create, learn, and grow.

North Charleston City Gallery to Exhibit Works by Elena Barna

Exhibit to feature winning entry of 2012 North Charleston Arts Festival Design Competition

NORTH CHARLESTON, SC – The City of North Charleston’s Cultural Arts Department is pleased to announce that works by local artist Elena Barna will be on exhibit at the North Charleston City Gallery from May 1-31, 2012. Barna, winner of the 2012 North Charleston Arts Festival Design Competition, will display works in acrylic and oils featuring a variety of subjects, including her winning piece, My Muse. The public will have the opportunity to meet the artist at the gallery during the North Charleston Arts Festival Main Event on May 5, from 10am to 4pm, and May 6, from 2pm to 5pm.

Titled Expanding the Horizon, Barna’s first solo exhibition strives to show viewers the many sides of her art. Works on display showcase the breadth of her inspirations and will include portraits, still lifes, and nature scenes. “The first and major inspiration for my art is people,” Barna explains. “I’ve done some body painting in the past and have translated that process onto canvas.” Viewers will enjoy portraits of Marilyn Monroe and Bob Marley, as well depictions of the artist’s friends and family. Other portraits share the same style and inspiration as her winning design, featuring a beautiful woman disappearing into a mosaic atmosphere.

Another prominent source of inspiration for the artist comes from her homeland, Russia. “I’ve done some work with Russian old style painting,” she says. “In general it’s flowers and some flowery designs mainly inspired by masterpieces by Russian artist Mikhail Vrubel.”

Barna’s style is heavily inspired by the Impressionism and Post-impressionism art movements, as well as Art Nouveau. She cites Van Gogh, Toulouse-Lautrec, Gauguin, Monet, Degas, and Alphonse Mucha as artists she admires. Preferring to work in acrylic and oil, her work features vivid colors, thick application of paint, distinctive brush strokes, and realistic subject matter, mainly people. Form and color are central to her aesthetic and shimmering surfaces and rich dabs of paint characterize her paintings.

Born in 1987 in Volgograd, Russia, Elena Barna came to Charleston in 2008 to work for the summer and learn about life in America.  To her surprise, she fell in love with the city, the Carolina Lowcountry, and resident Josh Barna.  After returning home to complete her education and the long process of legal immigration, Elena and Josh were married following her return to Charleston in 2009.  She currently lives and works in North Charleston with Josh and their bull mastiff, Phoenix.
